Foreword

We need to come to agreement about the meaning of terrorism, delve into its roots, understand fully its implications, and explore solutions to effect its eradication before it overwhelms us physically and undermines the very institutions and values we seek to uphold. There is no question that terrorism is one of the most — if not the most — critical issues of our times. While it has existed since the dawn of agricultural homo sapiens, the technological
development of highly destructive weaponry, which can
fall into the hands of small bands of disaffected
individuals, poses a new security threat in the 21st century.
